Bidding Opportunity: 150 MW Solar Tender (Haryana)

After an unsuccessful round of Tender last year (Only 26 MW out of 50 MW was allocated) including repetitive extension in last date of submission. Haryana State has issue a new tender to fulfill their RPO obligation of solar power. Most of the T&C are similar and would keep many investor away if they follow same route for L1 matching and then going to negotiate with L1 too. Hope after Pre-bid Meeting many of the doubts get resolved and this bid too gets multiple time oversubscribed as recently seen with UP & MP state tenders.

Brief on the tender is as follows:

Tender: NIT-54-CE-HPPC-LTP Dated 26.05.2015

Tender Size: 150 MW

Tender Issuing agency: Haryana Power Purchase Center (HPPC)

PPA : Haryana Discom

Last Date of Tender Submission: 11th August 2015

CUF limits: 15% Min and 19% Max. (Seems they want inefficient solar plants)

Benchmark Tariff: INR 6.44 /Kwh (Way lower than CERC benchmark)

Min & Max Project size – 1 to 150 MW (Make Sense for Bigger IPP or Depreciation Players)

Bid Bond: INR 10 Lakh /MW

CPG: INR 30 Lakh /MW

Transmission Line: In Scope of Bidder
