NTPC – Leading the India’s Solar Pathway ( 4500 MW + Project in 2015)

Under regime of  Modi Govt. , capacity addition in terms of Grid Connected solarpPower in India is bound to touch new heights and MNRE ( Ministry of New and renewable energy ) under Mr. Piyush Goyal is leaving no stone turned and  channel left behind which can help in achieving the target of 100 GW by 2022 .  Among this major thrust had been put on the Govt PSU organisation to invest for captive consumption or for Sale to state discom’s and specific targets have been allocated to each of them ,which are under constant monitoring of PMO’s Office .

Although selling Solar power Stand-alone is a difficult task , as the per unit cost is higher in compare to conventional source and CUF is 20% of a Thermal Power plant . So , ” BUNDLING ” has been taken as preferred mode  where un-allocated thermal power would be bundled with Solar  and would be offered as part of New/Under Renewal PPA . NTPC ( National Thermal Power corporation ) have been asked to became the torch bearer for this scheme . It has a total of 39000 MW of presently installed Coal + Gas Based Plant and a negligible 110 MW of Solar Capacity .

But Since beginning of  2015 , NTPC has already floated tenders worth 1750 MW under Developer mode and 2760 under EPC mode ( 250 MW already awarded ) to be installed in & outside solar parks . States Like Rajasthan , Andhra Pradesh , Uttar Pradesh have been identified for Project Development . Looking after for  ” MAKE IN INDIA ” Initiative , Separate bids have been invited for DCR Content Projects .

Few  highlights of  these bids are : 
  • Project Size have been considerably increased and ranges from 10 MW to 350 MW of Single size project clearly differentiating serious players from new entrants .
  • ” Reverse Live Auction ” have been introduced for first time where developers submitting lowest paper bid would be asked to participate in online reverse auction and the lowest at end of auction would be awarded projects .This is surely going to drive the tariff to new low judging by the interest level of International – Indian Players in participation .
  • Few of these bids have to be submitted  in INR but as per news and announced at various platform by Central Minister , upcoming bids may allow dollar-based tariff bids  which will facilitate in  sharing of hedging risks resulting in further reduction of overall tariff
  • Developers have been asked to quote a FLAT tariff for 25 years .
  • For solar oarks , State SNA would be responsible to develop Basic Infrastructure and facilities and would charge a One time fees along with nominal variable fees from developers.  This is planned to re-solve  big hassle of Land Acquisition , Getting Transmission Line approvals and ROW  for all entrants .
  • Although these tenders are delayed by almost 2-3 months with  submission date extended multiple times to share detailed info on parks , but they further  delay is not expected .  ( Last extension have been issued on 20th August 2015)

Along with this NTPC has invited  bids  from EPC players for Project to be owned by NTPC and financed from Internal Resources based on its strong balance sheet and first of which has already been awarded of size 250 MW ( Anantpur , A.P. ) where Lanco , BHEL , Tata Power & Sterling Wilson have bagged the contract  by matching the L1 price and further almost 2510 MW is under bidding .

With almost 10 GW+ of Project activity happening in India in Solar Sector , NTPC alone is responsible for major chunk and  other PSU players are expected to follow its  footstep in near future .

With Grid Parity approaching , International Investors Interest and Govt. Thrush .. Solar is sure to be Shinning Star of Indian Power sector and we will keep you posted and updated on the same .
